正確にはサイド３に元からあった海洋コロニー内で開戦前からジオニックメインで水中対応MS開発してた
海洋コロニーはサイド３型密閉シリンダーコロニー内部に海水満たした超巨大プールで本来は海産物養殖用
MSVガンプラの水中試験ザクのパッケ絵がそれよ

アジアやアフリカ部隊にも強力要請してジャブロー攻略発動したが司令官不在で無謀な各個進軍し無駄な犠牲になった
シャアも自部隊で独自にジム工場や宇宙船艦ポート破壊狙ったしムチャクチャ

水流対策よ
ザク＝人型は水中航行での形状的に無駄な負荷かかったから首無くしてモノアイレール伸ばした
戦後ゾック以外グラブロまで鹵獲してた連邦水泳部では遠泳やること無かったから生産には水中ザクのほうが選ばれた

確かにゴッグまでの第一期とズゴックから（開発自体はアッガイより早い）の第二期で数に違いがありすぎるからなあ

でも連邦は制空権・制宙権とって空中輸送するから関係なかったってオチ付いちゃうから
ここでもキシリア戦争のセンス無いのにでしゃばりすぎ問題が出てしまうという

北米キャリフォルニアベースでMIP社のMA構想で作った
当初は嘴に水中用ビーム砲搭載予定だったが当時の技術では有効レベルに達しなかったんで取り止め嘴カバーだけになった
キャリフォルニアベースはジオン潜水艦隊最大の港湾基地だからそこで積み込み整備で全３機製作され全機実戦参加
１機はアムロにやられ１機は母船撃沈で消失１機は終戦時に母船ごと投降し鹵獲…なんかグラブロいっぱいいたアッガイ兄弟は忘れて

ミノ粉は電波障害だけじゃなくて電子機器にも障害を起こさせるから
ある程度シールドしておかなければならないので
どうしても大型化してしまいまた重量も増す
というわけでMSの出番なのだ

宇宙での偵察ザクならMSの圧倒的な機動力でミノ粉散布下直接撮影しに行き生きて逃げ帰るため
従来航空機型偵察機では燃費や被発見時生還困難
アッガイはジャブローだけでなく港湾関係への偵察なんで便利…ジオンは人員不足なんで下手な偵察部隊より楽

何でも装備オプションでやろうとしたり、何でもSF戦闘機でやろうとするのと同じ
