安彦さんは「レビルの所属は陸軍であり、だから将軍
ルウムや本編終盤では一時的に宇宙軍の指揮を執っていただけで
正式には陸軍軍人
つまり宇宙軍の最高上位者はティアンム中将で、だから彼は
陰でレビルの事を呼び捨てにしたりよそ者扱いしている」
と語っている
もっともこれはオリジン描いた後の談話なので、最初のガンダムの時に
そこまで考えて将軍と呼ばせていたかは怪しい

オデッサ指揮したのは陸軍だからで納得だけどルウムまでかりだされてるのは違和感あんな

ギレンの野望で厭戦派みたいな描写されてて違和感あった
停戦条約結ばれそうになったのにこいつがジオンに兵無しって演説して継戦になったんだろ

地球連邦陸軍がジオンの地球侵攻で壊滅して臨時の代役として宇宙軍のレビルが陸軍の指揮も取ってたなら苦しいながらも言い訳出来るけど、逆となると謎だな…

WW2のマッカーサーも陸軍だけど
海軍と海兵隊に命令してた
戦時には元帥府とか総合作戦本部とかそんなポジションが
戦争遂行の最高責任部署を務めたんじゃないかな？
特に地球連邦政府のシビリアンコントロールとか効いてなさそうでもあるし

ホワイトベースクルー目線だと人柄の良いおじいちゃんに見えるが、軍事や人事に関しては容赦が無い
理想的な有能な軍人像だが歴史的選択として正しいかは別
そのあたりはティアンムやゴップとバランスが取れて良いのかもしれない

一介の兵士にとっては理想像
だがベルファストで分かる通り後ろに引っ込んでて欲しいし最前線に口出しするなど現実では鬱陶しい面も
モグラだが将官としては実に優秀なゴップとまさに対象的だね
そしてどっちもいてこその組織よ。配置さえ間違えなきゃそれでよし

連邦軍の組織が有って無きが如しとなった中盤以降なら
陸軍の将軍が宇宙艦隊を指揮しているのも理解出来るんだが、
開戦後一週間のルウムで艦隊指揮しているのがよく判らん。
指揮系統を変更する時間的余裕も無かったろうに。

リアル世界での陸海空軍なら、統合軍としてトップに立った将官が他軍種に命令する事は当たり前にあるけど、宇宙において統合軍って概念が成立するかなあ。
まあ、宇宙に大気圏内の戦力を転用する事はあるだろうし、その際に他軍種に転籍するとも思えないから、統合軍はあるって考えるのが妥当かな。
あと、スレッガーさんが着任時にミライさんをwaveって言ってるから、宇宙軍は海軍がベースなのかも。

もしくは、宇宙軍自体が独立した軍種ではなく、陸海空からなる統合軍なのかも知れず。本格的な戦争もない時代なら、独立した軍種を新たに創設ってのもなかなかないだろうし。
艦は海軍、戦闘機は空軍と海軍航空隊、陸軍はなんだろう…要塞とかコロニー内部の戦闘、後にはMSかな。

軍の上層部を描き始めると政治劇になってしまうから嫌だ、というのが富野の持論。
確かに最前線で戦う半民間人の少年兵であるアムロたちとは、まさに対局の存在だからね。
だからドラマ的には、偉い人はレビル将軍しか出さなかった。
映像上はそれでもティアンム中将や、ジャブローでミライに話しかけたお歴々などが登場したが、物語に絡むのは実質的にレビルだけとなった。
真面目に考えたら、やはり地上軍と宇宙軍の将軍は別だよね。
